KEVIN P. MULLEN is a partner in the Washington, D.C. office of Morrison & Foerster. Cochair of Morrison & Foerster’s Government Contracts&PublicProcurementpractice,Mullenhas broad experience in numerous facets of government contracts matters including agency procurements, subcontracting, teaming and joint venture relationships, contract performance issues, intellectual property, compliance matters,duediligenceformergersandacquisitions, and procurement fraud matters.

Mullen represents clients in the preparation and litigation of contract adjustment claims and terminations for both government contracts and construction projects.

Mullen has been recognized by Chambers & Partners USA and Legal 500 United States, and has been named a Top WashingtonLawyerinGovernmentContractsLawby Washingtonian magazine. Chambers & Partners USA 2020 included him in its Bid Protest Spotlight table.

Mullen earned a BA from the University of Virginia, and a JD from the University of Virginia School of Law in 1988.

Mullen’s father Michael was born in New York City after his parents emigrated from Clifden, Co. Galway (his father) and Co. Sligo (his mother). His mother, Mary Mullen, along with her family (O’Mahoneys), emigrated from the village of Duagh in Co. Kerry to New York City when she was 10 years old. Mullen visited Ireland in 2018 with his wife, Sue, and daughters Hannah and Haley.
